Wendy's and McDonald's restaurants are selling Halloween coupon books.
The McDonald's coupon books, which are being sold at only a few locations along the Wasatch Front, cost $1.50 each. The book I purchased included coupons for three free packages of apple slices, three free small cones, three free apple juices or milk jugs and three free hamburgers. These items are typically about $1 each.
The locations that are selling the books, while supplies last, are:

I love these coupon books! Even though only a few locations in Utah sell them, I have never had a problem redeeming them at any McDonald's restaurant in Utah.
I can't get a full list from Wendy's of which Utah stores are selling their coupon books, although the company says "most" of its Utah restaurants do have them. The booklets, which cost $1 each, have 5 free junior frosty coupons in them that are redeemable after Nov. 1. These books are popular, and most Wendy's locations sell out of them well before Halloween.
