Letter: Should prisoners wear 'shocking device'?

It's a shame that a man died after being shot in the new courthouse. I think it could be avoided if all people in that situation had to wear a shocking device.

A gun would not be needed, and it might save the life of a bystander from being shot. Just a thought.
