Herbert's fudge

Interstate 15 expansion in Utah County is slated for early completion and under budget. Bonuses all around!
As "Guv says I-15 work vindicates controversial bid award" (Tribune, Aug. 23) reports: "Herbert says the swift, efficient rebuild of Interstate 15 in Utah County vindicates controversial state decisions about awarding the $1.1 billion contract — even if bid scores were tweaked, giving it to some of his big political donors."
It just shows, you can fudge a little here, pay off a little there, and everyone benefits. The end always justifies the means; it's a values thing.
