Mia Love conceded defeat late Tuesday night, but Rep. Jim Matheson's narrow margin of victory just 2,818 votes will certainly change and could get smaller, even flip completely, with thousands of ballots waiting to be counted.
The Salt Lake County Clerk still has 43,699 provisional and mail-in ballots to be counted. More than half the votes in the county fall into the 4th Congressional District, although it is unclear exactly how many of those uncounted ballots apply to that race.
However, the Mia Love campaign doesn't believe the ballots will break significantly differently than other votes cast in Salt Lake County, which favored Matheson, which is why Love conceded defeat.
There are also provisional and mail-in ballots to be counted in Utah County, a Republican stronghold, and the portions of Sanpete and Juab counties that are in the district, but the number of those outstanding ballots is unclear.
