David Gladwell, a former Republican legislator and a member of the Utah Department of Alcoholic Beverage Control board, was appointed chairman Thursday by Gov. Gary Herbert.

Gladwell, a member of the board since 2011, replaces Richard Sperry, who will continue to serve on the board after a two-year term as chairman.

"Our plan is to stay the course as we implement prudent practices established by the Legislature in support of Utahns and the growth of our economy," Gladwell said in a statement.

The new chairman received a law degree from the University of Utah in 1974. He served as labor negotiator for the Air Force and was a criminal prosecutor with the Weber County Attorney's Office.

Gladwell served in the Utah House of Representatives from 1996 to 2000. That year, he was elected to the Utah Senate, where he served until 2004.
