Paying for streetlights

I need a little help. Our beloved Gov. Gary Herbert and Salt Lake City Mayor Ralph Becker are saying that we are financially able to spend millions for Salt Lake to bid on and host the Winter Olympics again ("Utah leaders back quest for another Olympics," Tribune, Dec. 4).

If this is the case, why is Salt Lake City talking about charging property owners more to upgrade streetlights in the city? ("Salt Lake City set to impose streetlight fee," Tribune, Nov. 30).
