If Gov. Gary Herbert and the Utah Legislature are discussing ethics reform, the feds must have "the goods" on Utah Attorney General John Swallow. After, lo, these many years of averting their gazes from questions about probable corrupt practices, they are now actually focused on bringing this out in public.
We stand all amazed.
