I moved to Draper a few years ago from another state. What I have noticed here (besides Utah's backward liquor laws) is that many people just let their dogs run loose. I can't count how many times I have seen dogs with collars on them running around the neighborhood.
There's a big dog a few houses down that just sits in the driveway and barks constantly. Domesticated cats running around neighborhoods don't attack people walking by. A loose dog, sitting in its driveway-territory, is much more likely to attack a kid riding by on a bike.
I've lived in California and Arizona, and while people have been outside with their dogs off-leash, I can't recall where people purposely just let their dogs roam the neighborhood freely as they do here.
If you are a dog owner, you have a responsibility to make sure your dog doesn't attack other people.
