In all of the discussion about guns during the past month, this is the recurring question in my mind: How would this or that proposed solution have altered the outcome of the recent tragic shooting in Newtown, Conn.? Unfortunately, despite the stridency of the arguments and their emotional appeal, most of the proposals fail to address this question.

Short of the absolute elimination of guns, one thing I can think of that would have stopped the deaths would have been a safe for which shooter Adam Lanza did not have the combination.

A more modest and immediately effective solution might be to allow a 100 percent tax credit for the installation of home safes, in any quantity and for any purpose, not just the storage of guns.

This would not abridge the freedoms of anyone and could reduce crime levels and gun-related deaths in general.
