House Speaker Becky Lockhart sponsored just two pieces of legislation this entire session, but the effect of her 17-second presentation on SB225 will linger for two years.
The Provo Republican joined Sen. Curt Bramble, R-Provo, to delay the start date of Utah's guest worker law from this July to 2015. It had a $6 million price tag and lacked federal permission for the state to run its own guest worker program.
It was one of four immigration bills introduced this session and the only one that passed. Failed measures included a bid to have the Legislature endorse the Utah Compact and one for a tougher worker-identification program.
