Those old statutes

In the road wars article ("State, feds reach first accord in Utah's road wars," Aug. 19), The Salt Lake Tribune referred to the road law as the "Civil War-era statute known at R.S. 2477." Does the Tribune refer to the First Amendment granting free speech as the "Revolutionary War-era statute"?
How old does a law have to be for The Tribune to pooh-pooh its relevance by mentioning its age?
Every newspaper in the country stands on the shoulders of the old-as-the-hills First Amendment, even the Tribune.
