Men, teen girl arrested in St. George prostitution sting

Cops in St. George busted a couple of johns, a teenage girl and a man and a woman Friday for an array of prostitution and sex-related crimes.

Police captured the alleged perpetrators during a vice sting after learning that they were patronizing prostitutes, according to the St. George Police Department. Bart Higbee, 32, was arrested for patronizing a prostitute and Symon Capel, 24, was arrested for sexual solicitation and violating a business licence. Both men are from St. George.

A man and woman from Las Vegas face even more serious charges: Leroy Haley, 23, and Francis Uhrhan, 20, both were arrested for aggravated exploitation of a prostitute. Uhrhan also faces charges for sexual solicitation and business-license violations. Cash-only bail for the Las Vegas pair was set at $100,000.

Information provided by police also mentions the arrest of a 17-year-old girl for sexual solicitation and business-license violations. The information does not name the girl because she is a minor, nor does it say what role she may have played in the crimes.

However, police also report that the "case involves a juvenile that was transported across state lines for the purposes of exchanging sex acts for money." As a result, Homeland Security Investigations, which deals with human-trafficking cases, assisted in the sting. The Washington County Sheriff's Office also participated.
