Topping the news: House investigators have issued nine subpoenas for documents related to the campaign finances of Attorney General John Swallow, including ones targeting his network of consultants and political action committees. [Trib] [DNews]

-> Online poker firms came running to Utah banks as regulators elsewhere started cracking down, and Utah's top law enforcement officials, Swallow and predecessor Mark Shurtleff were largely silent. [Trib]

-> A dozen false alarms at the NSA's Utah Data Center have been reported to the Unified Fire Authority in the last year. [Trib]

Nationally: Bills are often left in limbo as one house of Congress will pass it, but the other will not. This gridlock allows members of Congress to show that they are being productive without a bill ever becoming a law. [WaPost]

-> Sen. Lindsey Graham, R-S.C., says that he will not back down from blocking President Barack Obama's nominations until attack survivors from Benghazi were allowed to speak to Congress — this despite the fact a core argument he used previously has been proven incorrect. [WaPost] [Politico] [CNN]
