The majority of people complaining about Utah's congestion and pollution moved to Utah and brought the congestion and pollution with them.

I propose that we deport all non-native Utahns back to the states and countries they came from. Demolish all unused, unneeded residences, buildings and roadways. Recycle the materials and turn the empty areas back to community gardens, open space and farms.

Set the population at the 1960 census number of 890,627 and don't allow any new in-migration until that number is reached. Pollution and congestion problem solved.
