If Utah really wants to be a "no kill" state for animals, Best Friends needs to start working with the mayors and city councils across Utah. Most cities only allow two dogs but most county animal services allow three as long as at least one is a rescue.

If the cities would adopt the county rules, more dogs and cats could be adopted without fear of reprisal. There are enough ordinances on the books to deal with bad pet owners so why punish a responsible pet owner that would like to rescue a third dog?

Salt Lake County has no limit on dogs, so if it works for the county, why aren't cities doing the same to save the animals? As a resident of Layton I would like to see Mayor Bob Stevenson step up and help save many animals by changing the city ordinance.
