Investigators on Wednesday were trying to determine what caused a fatal ultralight aircraft crash at Willard Bay State Park.

Utah State Parks spokesman Eugene Swalberg identified the victim of the crash as 60-year-old Allen Speer of West Haven. The accident occurred just before 6 p.m. Tuesday when Speer went down on a road serving the Willow and Cottonwood campgrounds.

Witnesses told parks officials that Speer had been flying low and appeared to have been trying to land when he crashed.

However, Swalberg said the cause of the accident remained officially undetermined pending investigation by the National Transportation Safety Board, Utah State Parks rangers and Box Elder County sheriff's deputies.

Efforts to revive Speer were unsuccessful and he was declared dead at the scene.
