SB102, a "clean up bill" giving a tax incentive for local oil refineries to convert to Tier 3 fuels, passed Wednesday in the House 64-4.

There was no debate on the bill.

If refineries make the changes by 2020, they would qualify for a 50 percent post-performance tax incentive over a 20-year period.

Every year after 2020, that percentage diminishes with the intention of motivating refineries to produce cleaner fuel faster.

It now heads to Gov. Gary Herbert for his signature.
