Is it just a coincidence that corruption, venality and greed started to occur when John Dougall became the state auditor and actually started doing the job of a state auditor or does it have something to do with individuals looking the other way when it comes to institutions like UTA, the Utah League of Cities and Towns and various state of Utah agencies?
