According to the bill text, HB303 would change "being under the influence" of drugs and alcohol to "being impaired to the slightest degree" by alcohol or another substance.

The bill's sponsor, Utah state Rep. Lee Perry, R-Perry, has worked for the Utah Highway Patrol for more than two decades and says the bill would close a loophole in current law defining what driving under the influence means.
