Sandy • Greg Jolly stood before the state's police council Monday and said he is a "borderline alcoholic."

Jolly, an officer with the Utah Department of Corrections, was stopped in January in Sevier County on suspicion of drunken driving. Jolly was in the control room at the Gunnison prison in 1994 when Troy Kell stabbed to death fellow inmate Lonnie Blackmon. Jolly said he has been diagnosed with post-traumatic stress disorder and is undergoing counseling.

"I am doing my best to conform," Jolly told the quarterly meeting of the Utah Peace Officer Standards and Training Council (POST). "I know I messed up."

Despite his allocution, the council issued Jolly a one-year suspension. Twenty-six other officers also received discipline on Monday that ranged from a revocation of their police powers down to issuing them a letter of caution.

Jolly is one of seven officers suspected of driving under the influence. In his criminal case, Jolly pleaded guilty to a lesser count of impaired driving. He is serving 12 months of probation for the criminal conviction.

The council issued a nine-month suspension to former West Valley City police Lt. Kory Newbold, though he has pleaded not guilty to DUI and the criminal case remains pending.

"In my opinion he has a strong case," said Newbold's lawyer, Tyler Ayres. "It's too bad POST is taking action when he hasn't been convicted."

Newbold, who when he was arrested in February oversaw the unit which investigates accusations of police misconduct in West Valley City, has taken retirement from the city, but the suspension prevents him from taking other law enforcement jobs in Utah.

Seven officers had their certification revoked, including Lance Greener, a former jail guard with the Carbon County Sheriff's Office. He was convicted earlier this year of two misdemeanor counts of having sex with a probationer. Carbon County Attorney Gene Strate said Greener met the woman while she was a jail inmate. Greener resigned from Carbon County in April. In his criminal case, Greener was sentenced to 15 days in jail and two years of probation.

At least 16 of the officers have been charged with crimes. The remainder violated police regulations.

Washington County Sheriff's Sgt. Leisha Larson had sex with a deputy while in uniform at the county fairgrounds, according to an investigation by council staff. A POST case against the deputy is pending.

John Shiew, another Carbon County jail guard, lied to police investigators when they asked questions about a relationship he was having with a woman participating in a drug court program. The relationship was not illegal, but peace officers can't lie to police investigators. The council on Monday suspended Shiew for three years.

Shiew attended the meeting Monday and said he knows what he did was wrong.

"I ask this council to give me an opportunity in three years to come back," Shiew said.
