The Salt Lake County Council certified Tuesday that supporters of making Millcreek a city had received the necessary signatures to put the issue on November's ballot.

County Clerk Sherrie Swensen had announced last week that incorporation backers had collected enough valid signatures from enough voting precincts within Millcreek Township to meet the requirements of a new law passed last session by the Legislature.

If approved by voters, Millcreek would be the county's 17th city and its fifth largest, with a projected population of about 66,000.

In other matters, the County Council voted 4-1 to authorize the Salt Lake Valley Health Department to proceed with plans to acquire property around 7800 South and 1300 West for a new administration building.

But that decision could be reversed.

Councilman Michael Jensen voted among the majority, which gives him the right later to bring the matter up for reconsideration when more council members are present. Three Republicans (David Wilde, Steve DeBry and Max Burdick) and one Democrat (Jim Bradley) were absent from Tuesday's vote.

In this year's budget, the council allocated $15.1 million for the Health Department building. But last week Health Department Director Gary Edwards told the council that the cost of buying the land and building the structure could exceed that amount by up to $10 million.
