Behm said that Allen was still wearing the handcuffs he had one when he had fled about five hours earlier.
Davis County Jail records show that Allen was being held Monday in lieu of $5,000 bond on suspicion of felony credit card fraud. Police also reportedly have linked him to several dozen automobile burglaries.
Allen, who had been the subject of a search by Syracuse police, Davis County sheriff's deputies and several other area police agencies.
Allen and another man had been arrested Sunday evening for allegedly trying to use a stolen credit card in the Syracuse Walmart at 2228 W. 1700 South. About 11 p.m. Suunday, Allen escaped after being left alone in an unlocked interview room.
Behm said the escape has prompted an internal review of interview security procedures.
The Syracuse Police Department building does not have a designated holding cell where Allen normally would have been held during breaks in interrogation, Behm said.
