I was impressed with the excellent Trib article on Sept. 3, "Utah sex offender policy in spotlight," comparing sex offender prison populations.

With sex offenders making up 31 percent of 7,024 inmates in our Utah prisons compared to Arizona with 11 percent as sex offenders, shouldn't dollars be spent in counseling and rehab rather than over $9 million to relocate Utah State Prison?
