Letter: Owners, not dogs, may deserve the shot

There have been dogs shot by officers, and letters to the editor have been on numerous Public Forum pages. Since it is unquestionably true that there are no bad dogs, just bad owners, a more appropriate solution for some of us is, "Don't shoot the dogs; shoot the owners!"
